أغسطس 2025: نظم برنامج دعم الحوار السياسي اجتماع مجموعة مشاورات عدن في 14 أغسطس 2025، تحت عنوان: “التطورات الأخيرة وأثرها الاقتصادي على مدينة عدن.” وكان الهدف الرئيسي من الاجتماع استضافة السيد أبو بكر باعبيد، رئيس غرفة تجارة وصناعة عدن ونائب رئيس غرف التجارة والصناعة اليمنية، في منتدى حواري لفتح آفاق النقاش حول التدابير والقرارات التي اتخذتها السلطات الرسمية والمختصة للإنعاش الاقتصادي والإصلاحات المالية، بالإضافة إلى آخر التطورات والأحداث الاقتصادية الأخيرة، وتأثيرها وتداعياتها على مدينة عدن على وجه الخصوص. وهدف الاجتماع إلى عرض ومناقشة ثلاث أوراق عمل أعدتها وكتبتها الفرق الثلاثة التابعة لمجموعة مشاورات عدن. وقد لعبت غرفة عدن دورًا حيويًا في دعم التجارة والصناعة. وكان عام 2025 الأسوأ منذ عام 2015، لا سيما في مجالي التجارة والاقتصاد. الوضع الاقتصادي والتجاري في عدن متدهور للغاية وغير طبيعي. وإذا تعافت عدن، فسيكون لذلك أثر إيجابي على جميع المحافظات. وقد تراجع ميناء عدن بشكل حاد، حتى أنه خرج من قائمة الموانئ العالمية. يجب على عدن استعادة دورها الاستراتيجي كمركز للتجارة والاستثمار. يجب تمكين القطاع الخاص لتحقيق النجاح، لا تشويه صورته، إذ لا توجد حاليًا شراكة فعّالة بين الحكومة والقطاع الخاص. يمتلك اليمن الموارد والقدرات، لكنه يفتقر إلى الحوكمة الرشيدة. يجب أن تتوافق قرارات الحكومة والبنك المركزي مع القانون. يجب أن يكون القضاء مستقلاً وكفؤًا ونزيهًا. ثمة حاجة لرفع مستوى الوعي العام للتعاون مع السلطات المحلية لمكافحة التلاعب بالأسعار واستغلال المستهلك، ولتعزيز الرقابة، وتنظيم الأسواق، وتحقيق استقرار العملة. ينبغي على البنك المركزي مواصلة إلغاء تراخيص شركات الصرافة المخالفة. من بين المخاطر، عدم استقرار الريال اليمني في حال استنفاد الاحتياطيات الأجنبية. يجب أن يكون التعافي مستدامًا، وأن يُحسّن سبل عيش المواطنين بدعم سياسي وإقليمي ودولي واسع النطاق

August 2025: The Political Dialogue Support Programme (PDSP) organized the meeting of Aden Consultations Group in 14 August, 2025. The meeting was held under the title: “Recent developments and their economic impact on the city of Aden”. The main goal of the meeting was: To host Mr. Abu Bakr Ba’ubaid, Chairman of the Aden Chamber of Commerce and Industry and Vice President of the Yemeni Chambers of Commerce and Industry, in a dialogue forum to open avenues for discussion on the measures and decisions taken by official and relevant authorities for economic recovery and financial reforms, as well as on the latest developments and recent economic events, and their impact and repercussions on the city of Aden in particular. The meeting aimed at presenting and discussing three working papers prepared and written by the three teams of AC Group under the title of the meeting. The Aden Chamber has played a vital role in supporting commerce and industry. The year 2025 was the worst since 2015, especially in trade and economy. Aden’s economic and trade situation is highly deteriorated and abnormal. If Aden recovers, it will positively affect all southern governorates. Aden Seaport has declined drastically, falling off the list of global seaports. Aden must regain its strategic role as a hub for trade and investment. Private sector must be empowered to succeed, not demonized as no meaningful partnership currently exists between government and private sector. Yemen has the resources and capacities, but not the governance. The decisions by the government and the central bank must comply with law. Judiciary must be independent, competent, and impartial. The need to raise public awareness to cooperate with local authorities against price violations and consumer exploitation, to strengthen oversight, regulate markets, and stabilize the currency. Central Bank should continue revoking licenses of non-compliant exchange companies. Among the risks, Yemeni Riyal cannot remain stable if foreign reserves are exhausted. Recovery must be sustainable, improving citizens’ livelihoods with broad political, regional, and international backing
